How you can pay
Google has a page on ways to pay for each country. In the US, it lists cards, Google Pay balance, PayPal, Venmo, Cash App Pay and Play balance from gift cards. In other countries the list can be shorter. Open Payments and subscriptions in the app to see what your account accepts.
Google says these do not work for Google Play in any country:

Why a card may fail
- Your bank blocks online buys. Some banks keep them off until you turn them on.
- Your balance is low. Google may place a small hold when you add a card.
- The card or billing address is wrong. Check each detail.
- Your bank declined it. Call the bank, because it can see why.
- The card type is not on the list.
- Your Play country and card do not match.
Can you change your Play country?
Yes, but only once every 12 months. You need a payment method from the new country. Your old Play balance does not move with you. The change can take up to 48 hours.
