Claude Code is officially available in Oman; it’s on Anthropic’s supported-countries list for both Claude.ai and the API. So if your card is getting declined, it’s not a coverage problem. It’s a billing-mechanics problem, and it has a specific, fixable cause.<\/p>\n\n\n\n

First, a myth to clear up<\/h2>\n\n\n\n

Most “why payments fail in [country]” articles blame foreign exchange controls. That doesn’t apply here.<\/p>\n\n\n\n

The Omani rial has been pegged to the US dollar since 1986, at a fixed rate of 1 OMR = 2.6008 USD. The Central Bank of Oman has repeatedly reaffirmed the peg, and Oman doesn’t ration foreign currency or restrict USD conversion the way some neighboring markets do. If a bank in Oman blocks a $20 Claude Code charge, it’s not because it “can’t guarantee future FX.” That excuse doesn’t hold up here; the real cause is somewhere else.<\/p>\n\n\n\n

The real reason your card gets declined<\/h2>\n\n\n\n

Two things, usually:<\/p>\n\n\n\n

1. Your card’s international access is switched off by default.<\/strong> This is the biggest one, and it’s specific to how Omani banks issue cards. Bank Muscat, for example, ships debit cards with international usage turned off; you have to submit a separate request to enable it, and it can take up to three working days to process. Worse, banks split this setting: enabling “international access” for ATM\/POS purchases doesn’t automatically enable it for online transactions<\/strong>, which is the toggle that actually matters for a recurring USD subscription like Claude Code<\/a>.<\/p>\n\n\n\n

If you’ve never explicitly gone into your banking app or a branch and turned on international online<\/em> transactions, that’s very likely why your card fails at checkout, not FX, not sanctions, just a setting that was never switched on.<\/p>\n\n\n\n

2. Claude Code’s payment processor is cautious about recurring international billing.<\/strong> Claude Code is billed in USD through Stripe. Stripe scores every transaction for fraud risk, and recurring subscriptions get scrutinized harder than one-time purchases, especially when the card’s billing country, the checkout IP, and the card issuer’s risk profile don’t line up neatly. A card that works fine for a one-time local purchase can still get flagged the moment it’s asked to auto-renew a foreign subscription.<\/p>\n\n\n\n

Neither of these is really “your bank’s fault” in the way it might feel. But neither is easy to fix by calling your bank and asking nicely, either, which is where a dedicated card for this kind of payment helps.<\/p>\n\n\n\n

Fixing it with a virtual dollar card<\/h2>\n\n\n\n
